USS Bookmark didn't sync down all my bookmarks

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3551.3 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome
2. Enable #enable-sync-uss-bookmarks
3. Sign in and enable sync.

What is the expected behavior?
Sync down 211 bookmarks

What went wrong?
Only 60 bookmarks have been synced down

Did this work before? No
