ChromeVox stops background sound during initialization (intermittent)

Issue description

Google Chrome	70.0.3538.16 (Official Build) dev (64-bit)
Firmware Version Google_Caroline.7820.384.0

Steps to repro:
# Play any music, etc., in the background. I often stream music using a service or play YouTube videos minimized in the background. No difference between these two sources. 
# Enable ChromeVox with ctrl + alt + z
Expected: ChromeVox always starts without stopping background music 
Actual: around 50% of the time (3 out of 5 times for this bug), the background music stops playing. I can tell when this is going to happen because sometimes during initialization there is a brief pause of a few seconds between when the ChromeVox viewer at the top of the OS appears and voice actually starts speaking. When this pause happens, the music is always stopped. However, I'm not able to reproduce this state directly, it's still intermittent. 

I haven't been able to repro this with STS (works 5/5 times). This bug has been happening for several milestones. I'm also not able to inspect the ChromeVox extension during this time since it needs to be on for the inspection to start.

I have it set to "Play at normal volume even if ChromeVox is speaking" and the bug persists.
