Issue descriptionUserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:62.0) Gecko/20100101 Firefox/62.0 Steps to reproduce the problem: Example URL: https://upload.wikimedia.org/wikipedia/commons/e/e1/SystemLanguage.svg 1. Open Example URL, which contains SVG systemLanguage switch 2. Go to chrome://settings/languages and change the order of preferred languages, or add a new one and make it the first preferred language. What is the expected behavior? The page shuld match the change and should show the SVG <text> element whose systeLanguage attribute matches new user language preferences. What went wrong? The page shows the same SVG <text> element, whithout reflecting new language settings. In order to reflect new settings, you must reload the page. Did this work before?
