Get Compiler Support for libFuzzer on Windows |

Issue descriptionThis means doing two things: 1. Rolling clang to include my changes enabling fsanitize=fuzzer and fsanitize=fuzzer-no-link on Windows (requested in issue 880827 ). 2. Copying lib/clang/*/lib/windows/clang_rt.fuzzer*.lib from the clang build as is currently done with ASAN libs (and fuzzer libs on other platforms).
