Get rid of DownloadCoverageToolsIfNeeded() in coverage.py

Current implementation (https://cs.chromium.org/chromium/src/tools/code_coverage/coverage.py?l=200&rcl=0ffcb7d2e89870677a3de98c626639259a20433b) is complicated and creates confusion for users who invoke llvm-cov / llvm-profdata utilities directly.
