Apply CORS checks when headers are received

Move CORS checks to when we get the headers rather than after the download is complete.

Hi, this particular bug has some nasty side-effects on browser restart, and I'd like to test it myself. If you are still interested in helping out with Background Fetch though, please reach out to me on rayankans@chromium.org and we can work something out :)
