Do not move the UI on Mac when making the top bar visible

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. Have the browser fullscreen on a Macbook
2. Move the mouse cursor all the way up to make the top bar visible (with file, settings, etc)

What is the expected behavior?
I expect to see the top bar over the tabs.

What went wrong?
The tabs are moved and the whole UI jiggles as you move your mouse up and down. It is very annoying and the content on the page gets moved. This does not happen on Safari, instead the page's content is a bit covered for the time being. Since this is a temporary action, I much prefer hiding some things instead of seeing this movement. This did not happen before material re-design, instead the UI of the page stayed the in place.

I filed another issue 883702, but that one seems to be restricted. Maybe you can mark that one as duplicate?
