Regression : Unknown icon is seen as 'Wallpaper Picker' icon

Chrome Version:  71.0.3552.6/11073.0.0 dev channel Daisy,Reks and Kip
OS: Chrome

What steps will reproduce the problem?
1)Sign into User -> on screen Right click -> select 'Set Wallpaper' option
(2)Now observe 'Wallpaper Picker' icon i.,e. Unknown icon is seen
(Please refer Video and Screenshot)

Expected: Unknown icon should not be seen for 'Wallpaper Picker' icon
Actual: Instead Unknown icon is seen

This is Regression Issue as same is working fine in 71.0.3544.0/11064.0.0 dev-channel Reks

mmanchala@, I believe the "Expected" and "Actual" screenshots should be reversed.

This is caused by https://chromium-review.googlesource.com/c/chromium/src/+/1219493

I can repo on a Paine but not on an Eve.

kaznacheev@, sgabriel@, could you suggest on what went wrong here?
