Non-Regression: Focus is not seen around the Print notification while tabbing

What steps will reproduce the problem?
(1)Launch chrome >> get Print preview of any page
(2)Click 'Print' >> Tab on Print notification and observe the blue focus

Actual: Focus is not seen around the notification
Expected: Focus should be seen around the notification

Raising  this as a Non-Regression issue seen from M-71

Currently it's intended (popup controls don't have focus), but it may be better to have.
