Regression: Spacing between icons is seen reduced in ubertray

Issue description

Chrome Version:71.0.3552.6/11073.0.0 dev channel Daisy,Reks,Kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In OOBE, observe ubertray, spacing between icons is reduced

Actual: Spacing between icons is seen reduced in ubertray
Expected: Spacing should be proper between the icons in ubertray

This is a Regression issue as same is working fine in 71.0.3544.0/11061.0.0 dev

NOTE: Issue is also seen in signed-in screen, lock screen and signed-out screen

The icons in ubertray is too close that the edges of the icons seems like no proper spacing between them. Attaching screenshot for reference. Re-opening the issue for confirmation

The spacing between icons doesn't reflect the spec from issue 874165 on a panther (Chromebox) at 70.0.3538.76, the current stable channel.

See the attached screenshot -- the wifi icon is basically touching the time. It looks really broken. I'm guessing that this is because there's no battery icon (since this device doesn't have a battery).

More spacing is needed to match the spec even when the battery icon is shown. See the attached screenshot comparing the current implementation to the spec -- the icons are both larger than the spec and have less spacing, resulting in them looking extremely cramped.
