Previous page button goes two pages back

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/69.0.3497.81 Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Go to website, go to another website
2. Press previous page
3. Often one gets redirected two pages instead of one

What is the expected behavior?
Go back one page

What went wrong?
You go back one page too much. Not always reproducible.

Chrome version: 69.0.3497.81  Channel: stable
OS Version: 16.04

Unable to reproduce the issue on chrome reported version# 69.0.3497.81 using Linux 17.10 with steps mentioned below:
1) Launched chrome reported version and navigated to website(eg: google.com)
2) On the same page navigated to another website(eg: yahoo.com), clicked on back arrow, page got navigated to previous page(i.e., google.com)
