Merge WebRTC CL to M70: Add hysteresis to enabling of simulcast streams.

This CL is a noop unless the the finch experiment WebRTC-SimulcastScreenshare is enabled.

CL is in canary  71.0.3553.0

It introduces a hysteresis so that a higher quality video stream isn't enabled until we have bitrate enough with some margin.

I consider it low risk, and it has a built in finch-flag to change or disable its behavior.
