Merged WebRTC CL to M70: Don't pad to min bitrate for streams with alr probing enabled

This CL is a noop unless the WebRTC-SimulcastScreenshare finch experiment is enabled.

It makes sure that we do not send excessive amount of dummy padding packets when screensharing a static image in high quality.
