Merge WebRTC CL to M70: Store qp limits for ScreenshareLayers only once

This CL fixes a bug where the minimum encoded quality may incorrectly grow over time, leading to larger and larger frames than the network will eventually not be able to handle.

This fix should be considered low risk.
It is in canary 71.0.3552.0
