Merge WebRTC CL to M70: SimulcastEncoderAdapter, don't start streams without enough bitrate

This fixes a potential race where higher quality streams may be incorrectly started before a correct bitrate has been configured.

The fix is low risk. It is in canary 71.0.3552.0
