There is no corresponding rtx packet when recieved the nack packet sometimes

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. use chrome to join a webrtc conference
2. set packet loss to 1%
3. chrome recieved nack packet 

What is the expected behavior?
chrome send the corresponding rtx packet to remote

What went wrong?
sometimes the rtx was not sent to remote
