Regression: Notifications moves down beyond screen and are not visible completely when closing the other notifications.

What steps will reproduce the problem?
(1)Sign into user >> Rotate the display(Ctrl+Shift+Reload)to get display notification
(2)Take a sample screenshot that comes on the top of display notification 
(3)Close the below display notification and observe the screenshot

Actual: Screenshot notification is not visible completely instead it moves down 
Expected: Screenshot notification should be visible completely

This is a Regression issue as same is working fine in M-69 beta

Note: Issue is also seen in M-70(70.0.3511.0)

Status: WontFix (was: Untriaged)
This is intended. The close buttons are placed at the same position to remove continuous close until the cursor moves out of the notification.
