UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. Use windows 7 with Aero Glass effect enabled.
2. Open chrome incognito mode.
3. Take a look at new tab button and hover over the button.

What is the expected behavior?
The button looks like the same in normal mode.

What went wrong?
There are two overlapping buttons in incognito mode.

Did this work before? Yes chrome 68 stable

Chrome version: 69.0.3497.92  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 31.0.0.108

The problem is gone when using other chrome themes from web store or switching to windows 7 basic/classic theme.
