New bottom taskbar is permanently covering part of site

Issue description

Device name:s7

From "Settings > About Chrome"
Application version:71.0.3553.2
Operating system:8

URLs (if applicable):spidersweb.pl

Steps to reproduce:
(0)open bottom taskbar if necessary (chrome://flags and one of flags)
(1)open url

Expected result:
black popup on bottom (with question if cookies are OK) is visible in 100%

Actual result:
on Canary popup on bottom is covered by bottom taskbar.

to clarify - in canary bottom taskbar is covering popup and after scrolling page bottom taskbar can be hidden, but WITH site popup (and we get something like on screenshot).

Tested the issue on android and unable to reproduce the issue

Steps to reproduce:
--------------------------
1. Launched chrome and navigated to spidersweb.pl
2. Scrolled down and observing entire popup 

Chrome version:
71.0.3553.2 , 71.0.3555.0

OS:
Android 7.0 

Android device:
Samsung s7

@marcin: Please check the above steps/screencast and let us know if we miss anything. Is this issue consistently reproducible?

still visible on latest Canary and S7 with Android 8 from Samsung (not 7.0!)

Dev is OK, stable is OK.

I also couldn't reproduce this. Could you try it again with Canary (we made some changes to the bottom toolbar)? Thanks!

100% reproducible - I cleaned app data, opened URL, accepted popup for cookies, reopened url in next tab, scrolled it and voila! popup partially visible.

Visible 100% on S7+Android8, not visible on Pixel with A9.
