Keyboard learn mode issue.

Issue descriptionVersion: 68.0.3440.118 When in keyboard learn mode and using alt-tab, no other keys will work after this. Instead, Chromevox will behave as if it were still in learn mode, announcing the names of the keys instead of performing the action associated with them. This is even true when using ctrl+w to close it, or alt+ctrl+z to disable and reenable Chromevox. The only way I've found to fix this is to force-reboot the computer with the power button. Reproduction Steps: 1. Press search+O, then K, to enter learn mode. 2. Press alt-tab. 3. Keys will now speak there action when pressed, but not perform said action.

Hi, Wanted to update and report that this issue is still present in Chrome 69, I updated today, and out of curiosity, tested the issue, and the same things still occur. Thanks very much.
