Using dark theme with KDE, chrome ignores theming elements with omnibox.

Reported by vishal8...@gmail.com, Sep 15

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. Use dark theme.
2. Using new UI with V69
3. Omnibox is white and does not follow theming hints from os.

What is the expected behavior?
Omnibox should follow theming hints from OS. This still works nicely with older version 68.x.

What went wrong?
Omnibox is themed improperly. It does not pick up theming hints from OS.

Did this work before? Yes 68
