Performance issues

Issue description

Chrome Version       : 69.0.3497.92
OS Version: OS X 10.13.4
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1.Have a large number of tabs open
2.Restart chrome
3.

What is the expected result?
The tabs load in relatively quickly and the loading spinners spin smoothly

What happens instead of that?
The entire computer freezes and the loading spinners stutter and freeze. Problem goes away when chrome is switched back to the old version (using the flag)

possible.

I suspect this isn't session restore specific.

Unable to reproduce the issue on mac 10.13.3 using chrome latest stable #69.0.3497.100 and latest canary #71.0.3559.0.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened large number of tabs.
2. Restarted chrome
3. Observed that tabs loaded in relatively quickly and the loading spinners spin smoothly as expected.

reporter@ - Could you please check the issue on latest canary #71.0.3559.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Mac triage: this is a known issue & conjectured to be tied to session restore. The canonical bug for this is issue 875603.
