Red outline appears when opening Chromium

Steps to reproduce the problem:
1. Close Chromium browser
2. Reopen Chromium

What is the expected behavior?

What went wrong?
Red outline appears for a second when starting Chronium

Did this work before? N/A 

Chrome version: 71.0.3554.0  Channel: n/a
OS Version: 7.1.1
Flash Version: 

This only happens on Android as far as I know

Unable to reproduce this issue on reported version 71.0.3554.0 and latest canary 71.0.3555.0. Launched chrome, closed and re-opened chrome -- no red outline is seen.

@neptune5096: Could you please provide screenshot of the issue. This would help in better triaging.
