Steps to reproduce the problem:
1. Add an unpacked extension to chrome
2. restart machine and open chrome

What is the expected behavior?
To not be notified by chrome about the unpacked extension

What went wrong?
I was notified about the unpacked extension and continue to be notified about the extension without anyway of disabling the notification.
