Steps to reproduce the problem:
1. Launch chrome 69 with particulary large session after updating from chrome 68

What is the expected behavior?
Being able to launch Chrome

What went wrong?
It launches. Memory consumption is raised to 99%-100% of 16 Gb during first minute or so. CPU is at 50%-100% on all cores. 

Tries to load for up to 5-10 minutes. During that time browser is unresponsive. It may render contents of a front tab of a few windows.

Then win7 reports a problem with the app and all activity stops. Next time Chrome will ask if I want to restore session, I click yes and it repeats.

Was able to launch once after about 10-15 mins.

Not sure what went different - in all cases it Chrome launch was the first I did after system startup (no other processes fighting for resources etc.)

Cant change or try anything to work around it (sans doing clean reinstall with a new profile).
