Opening new maximized window on Mac doesn't auto-focus omnibox

Chrome Version: 69.0.3497.92
OS: MacOS

What steps will reproduce the problem?
(1) Have Chrome maximized
(2) Hit Command+N to open a new maximized window

What is the expected result?
Omnibox is focused and I can start typing, just like non-maximized windows

What happens instead?
Omnibox is not focused

I am not sure if this is a regression in M69 or not, but I keep trying to type after hitting Cmd+N, so my muscle memory is telling me it's a recent thing?

We had a similar issue ( bug 447740 ) in Cocoa which was fixed with CL https://codereview.chromium.org/2679273002. May be it helps here too.
