This probably means that depot_tools is not in the path, which suggests a problem with the build recipe.

This isn't in the code I initially thought you were talking about initially, so passing off to someone who knows where to correctly redirect.

vpython should NOT come from depo_tools. It's normally installed as CIPD package before task runs IFF triggerer specified so. But this task has nothing:

Also, talk to iannucci@ because I think it's related to swarming task template work Robbie owns (which isn't yet ready, but which is supposed to alleviate the need for triggerer to worry about it).

@iannucci can you please clarify whether the template work you're building would alleviate this, and if so, what the ETA might be? If it'll take a while, what can we do in the meantime (or redirect to someone who may be able to help?) Feel free to assign back to me if it's unrelated to your work

Findit copied the Swarming request from the build on the main waterfall to trigger a new task to rerun the flaky test, but in this case the cipd setting was not copied.
We need to review how the Swarming task request we refer to and copy over, and add more there.
