What steps will reproduce the problem?
(1)Recovered DUT in Dev mode
(2)Transitioned to Normal mode
(3)Signed in as user in Normal mode
(4)Transition back to Dev mode using 3 finger press (esc+F3+power) - Recover.jpg
(5)Hit Enter on 'Turn OS Verification off' screen to transition to Dev mode - OS_Verificatio_Off.jpg
(6)Observe

What is the expected result?
1. Dev screen should not be seen while transitioning from Normal mode to Dev mode.
2. Transition screen should be displayed directly.    

What happens instead?
1. User is taken to Dev screen and when hit ctrl+d or wait for the beep, user is taken to OOBE screen to sign in
2. Once signed in after the first reboot, then you see the transition screen from Normal to Developer mode.

Note:
1. When the user is not logged in Normal mode at step 3, and when you press ctrl+d on Dev screen the transition screen appears without taking you to OOBE screen.
