Crostini: Termina still working after deleting linux

Issue description

Chrome Version: 69.0.3497.95
Chrome OS Version: 10895.56.0
Chrome OS Platform: Kevin, eve
Network info: Wifi

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Install crostini from chrome://settings/?search=linux.
(2) Remove crostini from chrome://settings/?search=linux or from app launcher.
(3) Open crosh terminal from chromeos browser.
(4) Run "vmc start termina".

Expected Result:
- as per crostini test plan(go/crostini-testplan), termina should not start.

Actual Result:
- Termina is starting.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Status: WontFix (was: Untriaged)
vmc will set up a new linux container. By running that command, the user is explicitly enabling a new VM.  This is working as intended.

Maybe we should document how vmc interacts with UI states better.
