Headings with links are only read as headings, not indicated it is a link

Issue description

Chrome 70.0.3535.2 (Official Build) dev (32-bit) 
Moto E4 phone running Android 7.1.1.1 with TalkBack 6.2.0.199837370

Headings that are links are being read as headings now. Here's what I did to test:

# Launch TalkBack
# Open Chrome
# In the Omnibox, search for 'platypus'
# Set TalkBack granularity to headings and landmarks
# Navigate to a heading that contains a link such as "More results"
# Double tap to invoke it
Expected: says that it is a heading AND a link or at least double tap to activate
Actual: only says that it is a heading

This is related to  bug 446216
