Steps to reproduce the problem:
1. untoggle "Always show toolbar in fullscreen"
2. go to fullscreen
3. press commnad+T or command+L

What is the expected behavior?
Toolbar should appear and focus on the address bar

What went wrong?
command+L: nothing happens
command+T: a new tab is created, but toolbar does not appear
