Steps to reproduce in M69:
# Launch JAWS
# Load any Google Doc 
# Press ctrl + shift + 7 and separately control + shift + 8 
Expected: screen reader announces that a numbered list or bulleted list has been created
Actual: screen reader instead just says the key combo pressed

This does not reproduce in Chrome M70+
This does not reproduce with NVDA 
This does reproduce in Firefox with JAWS but not NVDA
