"Better Together is on" notification pops up on new account signin, but Settings item is not visible

Repro:
1) Enable Better Together on a given test account.
2) Delete the account from the chromebook.
3) Sign into the account again. Navigate to chrome://flags and enable the multidevice flags. Follow the prompt to restart chrome.
4) Observe. The "Better Together is on" notification appears, but the Better Together settings item is not present.

When I force an enrollment, this issue resolves itself. I suspect this may be a symptom of crbug.com/870770? Kyle, curious for your insight here.

Logs show:

device_sync_impl.cc:248
DeviceSyncImpl: Enrollment finished; success = 0

It seems like this is issue 870770. Ryan, can you try manually enrolling/syncing and verifying that the issue goes away? If so, please dupe to issue 870770.
