Regression in toolbar in fullscreen mode

Issue description

Chrome Version       : 69.0.3497.92
OS Version: OS X 10.13.6


What steps will reproduce the problem?
1. Open any page in a new browser
2. Click the green window button to go in to full screen mode
3. Observe that the toolbar is always visible
4. Go to the View menu and click "Always Show Toolbar in Full Screen". It becomes checked
5. Go to the View menu _again_ and click to uncheck it.
6. Observe that the toolbar is not visible and does not return when the mouse is at the top of the screen.


What is the expected result?
- Expect that the "Always Show Toolbar in Full Screen" setting is honored rather than needing to be toggled twice for the setting to take effect.
- Expect that while the toolbar is not showing moving the mouse to the top of the screen shows it. This was the behavior in the previous chrome.


What happens instead of that?
- Need to toggle the setting twice for it to work.
- Need to restore the toolbar using the menu manually to get it back in full screen mode. (This is especially annoying when using the SSH plugin because the keyboard shortcut mac+shift+F does not work).

Thanks for your report. There are two bugs mentioned in this report: the first one was already fixed while addressing  bug 879158 . The second one is being actively worked on. So I will merge this into the second one.
