Pressing Enter on multidevice setup flow does not move the flow forward

Chrome Version: head

It seems that forward navigation buttons are not autofocused in the setup flow, so pressing Enter doesn't go on to the next screen. This is standard in other flows in Chrome, so this should be polished.
