Drag and drop url into bookmarks bar does not work

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/604.5.6 (KHTML, like Gecko) Version/11.0.3 Safari/604.5.6

Steps to reproduce the problem:
1. Enable bookmarks bar by clicking "View" -> "Always Show Bookmarks Bar"
2. Navigate to a website (www.google.com)
3. Drag the "About" link in the top left corner into the bookmarks bar.
4. Link will not be saved.

What is the expected behavior?
The link should be added to your bookmarks when you drag it into the bar.

What went wrong?
The link was not saved to the bookmarks bar.

Did this work before? Yes I think 68

Chrome version: Version 69.0.3497.92 (Official Build) (64-bit)  Channel: stable

I'm having the same issue on a Mac OS X 10.12.6, with the same version of Chrome.

calamity@, do you know what the path for this one is? I don't think that drag change would have affected this though. What do you think?

I am having the same issue with latest Windows Chrome version 69.0.3497.92. Also can not move files within a bookmarks folder or drag and drop to desktop.
I can't reproduce in latest Canary on macOS 10.13.6.

Hmmm. This only repros in 69 on Mac and seems fixed on canary.

#4: Can't repro on Windows at all though.

My guess is that this was teething troubles for the Mac Views drag drop stack, and things have been fixed now.

Adding sdy@ who seems to have been working on Mac drag stuff.

I think they have different root causes.  Issue 878392  is caused by a Blink mouse event change.

(NB: I know virtually nothing about Blink) I actually wouldn't be shocked if a Blink mouse event change *did* cause this, since it only seems to affect drags from web content. Dragging the security chip into the bar works, as does dragging a link in from Safari.
Does this work fine on M70? We're unlikely to respin M69 for this bug.

This works in M70. No way we're respinning M69.

Closing, as we'll be shipping 70 in a few weeks.
