Able to reproduce the issue on chrome reported version# 69.0.3497.81 using Ubuntu 17.10. But a different behavior is seen on chrome M-60(60.0.3112.0). When clicked in the search box for the first time, didn't seen any search suggestions and again after clicking in the search box for the second time seen search result is seen in the correct position. But on reported and latest chrome versions, when clicked on search box for the first time seen suggestions list with respect to cursor position as mentioned in comment# 0. @Reporter: Please find the attached screencast of M-60(60.0.3112.0) for your reference and let us know if it is the excepted behavior which help in further triaging it.
