omnibox does not respect GTK background/foreground color

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Use a dark-colored GTK theme.
2. Open browser.
3. Set to "use GTK theme"
4. Observe that omnibox is not dark-colored.

What is the expected behavior?
Omnibox should follow dark GTK theme.

What went wrong?
Please see the attached screenshot. The omnibox should be black background white foreground, as it was before the recent changes, but it no longer follows the GTK theme and therefore always stands out as an ugly white color.

Did this work before? Yes 68.0.3440.75

This also happens, if you install any dark theme from the Web Store.

I think we only use a dark Omnibox and Dropdown in the Default Theme of the Incognito Window.
