What steps will reproduce the problem?
(1) Launch chrome and navigate to above URL.
(2) Click on 'View site information' Lock icon present in omnibox (bubble will appear).
(3) Now press "Cmd+Alt+F" and Observe.

Actual Result: Omnibox suggestion list overlaps on 'View site information' bubble. 

Expected Result: 'View site information' bubble should disappear after pressing "Cmd+Alt+F".

This is a Regression issue seen from 'M-70' and providing the bisect info below:
Good Build: 70.0.3504.0 (Revision: 578511)
Bad Build:  70.0.3505.0 (Revision: 578873)

You are probably looking for a change made after 578641 (known good), but no later than 578642 (first known bad).

1. Issue is also seen on M-70 Beta (version #70.0.3538.16) and M-71 Canary (version #71.0.3552.2).
2. Issue is not seen on Win (7, 8, 8.1, 10) and Linux (14.04 LTS) OS.
