2.8%-19% regression in webrtc_perf_tests at 24698:24710

This is a small regression. Earlier alerts on these curves correlate with land/revert/reland/fix, see http://crbug.com/882358, but these changes on cl https://webrtc-review.googlesource.com/99821, #24704, look unrelated to that.

Is this noise on the android bots, or can it be caused by #24704 or nearby cls? I don't see anything obvious.

I don't think it is possible for my change to affect these tests because they don't depend on code inside sdk/android.

Reassigning to Ilya who seems to have been responsible for these tests recently.

Status: WontFix (was: Untriaged)
Looks like another android bots flake. No CLs in proximity of the alerts could affect the data. Since it's only android bots and they returned to the steady state, closing as WontFix.
