What steps will reproduce the problem?
(1)Sign into User -> Now at Uber Tray select 'Sign out' option 
(2)In Sign out screen click on 'Add Person' option -> Sign-in overlay is seen and observe No focus is seen on 'Back' button -> now click on 'Back' button
(3)Now again click on 'Add Person' option -> Sign-in overlay is seen and now observe blink of Blue focus is seen on 'Back' button 

Expected: No such blink of Blue focus should be seen on 'Back' button
Actual: Instead blink of Blue focus is seen on 'Back' button

This is Regression Issue as same is working fine on M-69

Note : Issue is also seen on M-70
