Regression: Unnecessary movement of Accessibility settings screen is seen when clicking on left/right arrows of On-screen keyboard in OOBE screen

Issue description

Chrome Version: 71.0.3544.0/11064.0.0 dev channel Falco,Blaze,Samus
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In OOBE, click on Accessibility and enable On-screen keyboard
(2)Open On-screen keyboard, click on the right arrow beside the space bar and then on left arrow >> Observe the movement of Accessibility settings screen (Refer video)

Actual: Unnecessary movement of Accessibility settings screen is seen when clicking on left/right arrows of On-screen keyboard in OOBE screen
Expected: No Such issue should be seen

This is a Regression issue as same is working fine in 70.0.3511.0/10949.0.0 dev

Can repro. I believe this is an issue with the OOBE screen, as the same issue can be reproduced by pressing left/right arrow keys on the physical keyboard.

For some reason, that part of the OOBE page is horizontally scrollable, so sending left/right key events just scrolls. It should probably not be scrollable?
