OS: Windows (7,8,8.1,10), Mac OS X(10.12.6,10.13.1,10.13.6,10.14) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, go to NTP, open DevTools and Press 'Esc' key to open Console drawer.
2. Multiple times click on eye (Create live expression) icon so that vertical scroll-bar appears.
3. Now observe the down arrow of vertical scroll bar.

Actual: Expression text-box and down arrow of vertical scroll-bar gets hide.
Expected: Expression text-box and down arrow of vertical scroll-bar should seen properly.

This is a Non-regression issue seen from M-70 series as 'Create live expression' button under 'Console' is introduced from build #70.0.3536.0

NOTE: This issue is also reproducible on Dev #70.0.3538.16
