Cannot search query/enter url on homepage in full screen mode

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Open new tab in full screen mode
2. Ctrl+l
3. enter url.

What is the expected behavior?
Be able to enter url

What went wrong?
not working

Did this work before? N/A 

Chrome version: 69.0.3497.81  Channel: n/a
OS Version: 10.0
Flash Version:
