[RTL]Google Apps list is seen misplaced.

Issue description

Chrome Version:71.0.3551.3 (Official Build) dd615454ca4829957e2bf8effaa805624820d825-refs/branch-heads/3551@{#9}(32/64-bit)
OS: Windows (7, 8, 8.1, 10), Mac(10.12.6, 10.13.1, 10.14, 10.13.6) and Linux (14.04 LTS).

Pre-condition:
1. Enable 'Enable using the Google local NTP' under chrome://flags.
2. Set 'Force UI direction' to 'Right-to-left' under chrome://flags.

What steps will reproduce the problem?
1. Launch Chrome and open NTP
2. Now click on 'Google Apps' menu icon and Observe.

Actual: Google Apps list is seen misplaced when RTL flag is enabled.
Expected: Google Apps list should not be seen misplaced when RTL flag is enabled..

This is a non-regression issue, seen from M-70 series as RTL has implemented on local NTP.

This is due to the force-ui-direction flag not fully reflecting RTL support (see  issue 872434 ), rather than an issue with the One Google Bar in the Local NTP.

The attached screencast shows that the apps menu is brought up in the expected location  when the language is RTL.
