Regression : [Linux] Wrench menu options does not appear properly (options appear grey in color) when "GTK +" theme is set.

Chrome Version : 71.0.3551.3 (Official Build) dd615454ca4829957e2bf8effaa805624820d825-refs/branch-heads/3551@{#9} 64 bit
OS : Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings page and set "GTK +" theme as default.
2. Open Wrench menu and observe.

Actual Result : Wrench menu options does not appear properly (option are grey in color) when "GTK +" theme is set.

Expected Result : Wrench menu options should look proper in "GTK +" theme.

This is a regression issue broken in ‘M-71’ and will soon update other information:
Good Build : 71.0.3550.0 (Revision : 590499)
Bad Build : 71.0.3551.3 (Revision : 590850)

This is a regression issue broken in ‘M-71’ and below is the 'Chromium bisect' information:

Allen@ : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note : 
1. This issue is also seen for all right click 'context menus' in Linux (LTS 14.04) OS.
2. This issue is not observed in Windows (7, 8, 8.1 ,10) and Mac(10.12.6, 10.13.1, 10.14, 10.13.6) OS.
3. Tried to perform 'per-revision' bisect but it shows "Unable to find local data files" error message (tried on different machines but still got the same error.)
4. Hence providing suspect through 'Chromium bisect'.

Issue is no longer reproducible on Linux(14.04) OS, using Latest canary #72.0.3611.0

Hence, marking it as WontFix.
