Google Photos edit section doesn't work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3551.0 Safari/537.36

Example URL:
https://photos.google.com/u/0/

Steps to reproduce the problem:
1. Go to https://photos.google.com/u/0/
2. Select any photo
3. You can only zoom and change photo

What is the expected behavior?
When picking any photo, it should show icons in the upper right corner with tools to edit photos

What went wrong?
It doesn't show that upper bar

Does it occur on multiple sites: No

Is it a problem with a plugin? N/A 

Did this work before? Yes Version 70.x

Does this work in other browsers? Yes

Chrome version: 71.0.3551.0  Channel: canary
OS Version: 10.0

Able to reproduce the issue on reported chrome version #71.0.3551.0 and latest canary #71.0.3552.2 using Windows 10, Ubuntu 17.10 and Mac OS 10.13.6, following is the bisect information.

I believe this is the new expected behavior.

photos.google.com has an elmeent c-wiz with "contain: layout style".
This is causing that the element becomes a stacking context now.

The solution would be to avoid using "contain: layout" there,
or change the code about how the icons are shown,
so they work when c-wiz is a stacking context.
