Fullscreen on Mac should inline the window bar

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. Go fullscreen 
2. hover over top UI portion
3. Default macOS window bar appears

What is the expected behavior?
Inline window bar items like previous UI to save some screen real estate when hovering over the top portion to reveal the OS menu bar.

What went wrong?
Default macOS window bar appears. It looks like amateur hour macOS development. Y'all better than this.

Did this work before? Yes Prior to UI change
