Files/Gallery App: Thumbnailer fails on Sony RAW images (.arw)

I downloaded a sample .arw RAW image from https://www.photographyblog.com/reviews/sony_cybershot_rx100_vi_review/sample_images/ and it fails to open or get a thumbnail. Google Photos in the same boat, so the `piex loader` that the CrOS image loader extension bundles probably needs to be updated at the source first.

Note that 'Shotwell' on Linux opens the file fine.

oh, and the nacl module is spitting out an error:
