[Findit] Flake Analyzer + Flake Detection - Use the same body template for creating + commenting on bugs

There are 2 separate templates for creating bugs and updating bugs, but both with the same information but slightly different wording. These templates can be merged into a singular template for simplicity.

Eventually Flake Analyzer and Flake Detection should have the same 1 template that gets used everywhere, but that is slightly out of scope for now.

[Findit] Flake Analyzer - Merging bug message and comment

1. Merge bug template for creating vs commenting on bugs into 1 template
2. Fix bug where link to build and link to test stdio are swapped
